Build on Ubuntu 18.04

Because the package for 18.04 is on 2.3.11 I like to build Bear on my machine.
And, because Ubuntu 18.04 does not satisfy the dependencies (by version) if installed via apt, I let the build system fetch them.
Unfortunately, I run into:

  * The path was deleted, renamed, or moved to another location.

  * The installation package was faulty and references files it does not

That's interesting... The CI job is running on Ubuntu-20.04, and does not install the dependencies from packages either, but that works... These are the packages I'm installing for the GitHub workers (there are a few more, but those are for the tests):

sudo apt-get update -y
sudo apt-get install -y cmake pkg-config

O.k. managed to build in a fresh ubuntu 18.04 lxd container.
To use it on my local system I created a deb package to install it locally.

Works fine now.
