Do Verification akin to Proxy Service

The Proxy Service has complex hierarchical retries based on success or failure. Can consider IP acquisisition to start with. Should end with providing a working proxy to the spawned container. The file that is mounted to the container for the proxy can be changed. 

- Need to test the propogation of that changed file to the running browser process.
