Extract associated constants

A consequence of issue #100 and the PR #127 a few new language features have been introduced.

Associated constants should be extracted similarly to how we extract associated types:

• Trait definitions are not extracted, so no need to extract its definition.
• The associated constant can be extracted as an nr_global in the implementer's namespace.
