* chore: update owners aliases and add new approvers

* Added a new team 'rhdh' with multiple approvers in OWNERS_ALIASES.
* Created new OWNERS files for .claude, .cursor, and .rulesync directories, assigning 'rhdh' as the approver.

* add owners for docs

* cleanup owners
