Chrome mobile view in dev tools forces "rotate" camera mode. #118

Describe the bug

CameraMode "pan" does not work in Google Chrome developer tools "Toggle device toolbar" mobile view.

The issue doesn't happen on Firefox.

Steps to Reproduce the Bug or Issue

Create a GraphCanvas with a few nodes.
Open in Chrome
Open developer tools
Click "Toggle device toolbar" to switch to mobile view.
Observe that the graph no longer pans, but rotates.

Expected behavior

As a user, I expect to be able to test reagraph in mobile device emulation in Chrome.
