Cannot build with `ray` in Docker

In a bog standard Docker build:

ADD ./ ./

RUN pip install -e .

Looks like this has less to do with Docker and more to do with the dependency selection of Ray doesn't work with Python 3.11. Had to downgrade to 3.10.
