base-kustomize/placement includes an unnecessary policies.yaml

Describe the bug
In the case of Placement, RabbitMQ is not used, so no vhost exists.

However, I noticed that under base-kustomize/placement/base, there is a policies.yaml file along with related settings in kustomization.yaml.

It may not be critical, but I hope this helps. :)
