Add performance test for when network has reordering

We chould implement a perf test that introduces reordering based on known reordering patterns in the wild. There’s the common 1-packet swap, and then one packet jumping way ahead of others. These are the common patterns I’ve seen. I think this would be best done as a separate test implementation in ns3.
