Initial Alpha Release which should allow users to install PatchWise with `pip install patchwise` and run PatchWise from the root of the kernel workspace on commits that they specify with the same ease-of-use as `b4 prep`. Dependencies should be handled automatically for the user, the only prerequisites should be python3, Docker, and a kernel workspace with patches applied.
