hash blacklist

Suggestion

Add option "add to hash blacklist" when add torrent and delete torrent

Use case

If there were fake or dead torrents that never would complete for years ，I wish add the hash to "hash blacklist" while delete the uncompleted torrents ,so that I can avoid someday re-add the same torrent but with diffrent torrent's name

(maybe search on internet try to find torrents with same content instead the fake one ,but get the same one named diffrently or just even the same one with same name but i forget used to download it already before)

and better add comment area for why i ban the hash
