Sunsetting `spaghetti`

It was decided¹ in the 2025-02-06 PySAL Steering Council meeting the spaghetti will be sunset in a similar way to splot².

• spaghetti
  • stagnant since 2018
  • will break once geometries from libpysal.cg are removed
    • phase out libpysal geometries #646
  • needs love or decision to archive
  • Decision
    • move any core functionality into lib
    • can be directly consumed by segregation, momepy, etc.
    • sunset spaghetti like what we did with splot & spvcm

Probably the most important functionalities are:

• allocating observation points to nearest network segments
• incorporating observation points into the network structure itself
• functionality to calculate network cost – easily done via pandana, etc.
• GlobalAutoK which can probably be sourced from pointpats

First things to do are:

• update the warning on import
• close out tickets
• add note to README
