Adding new support for python wheel package

Requesting to share some info in implementing python wheel package for our project ibm_db.
Currently we have a source distribution in pypi package.
We need to build wheel for a platforms linux, macos and windows for different python versions.

How do we add all the combined wheel packages to testpypi for testing.
Here i'm not aware to build the wheels and publish as part of release.
