CSO Researcher doesn't see the "View survey" button in the interface

The page that we want the user to access is .../organisations/GB-GOV-1/survey/cso/

I added a new user. I then gave them the default set of permissions for the CSO Researcher role for the GB-GOV-1 organisation through the "Add set of permissions" button.

I logged in as the user and tried to access the page, both through the navigation and directly through entering the url.

Going to ..../organisations/GB-GOV-1/index/ in the interface doesn't show the link to the survey page.

However, the survey is directly accessible by putting ....../organisations/GB-GOV-1/survey/cso/ in the address bar.
