Expected behavior

View create script and Approval Setting should show the appropriate views, or not be present. The fact that they are present, but do nothing is confusing.

Actual behavior

Clicking the two left tabs does nothing. The buttons are still present, so maybe we should hide the tabs.

Steps to replicate

Login to the system and click on a project. Then click on the left tabs. They do nothing

Impact of this bug

Acceptance criteria

• Super User and System Administrators can see the two tabs
• Other users can not see the two tabs
• The tabs will continue to do nothing for super users and sys admins (we can let Chuck know the buttons on the detail page still work)
