Grab the most recent X (3? 4?) featured items, and if the #28 is complete make sure they are relevant to the country.

We only show the most recent X featured for that country+global, so if there are no featured items for the country its still going to show global featured ones. Mix em together with most recent on the left so folks are always seeing new and relevant things.

Design it in a way that if we have featured actions that do not yet have an image, it doesn't look all misaligned and broken. It can just pick a random color instead of the thumbnail image.
