[INFRA] Try to restore the automatic tweet to announce new releases

In #2676, we remove sending tweet from the GH workflow used to publish public announces on social media.

Apparently, Twitter provides an API v2 that could be available with Free plan. So, we could use it to publish announces.

Notes

• as usual, test this first in the https://github.com/process-analytics/github-actions-playground/ (tweets are no more sent in the workflow of this repository as well: ci: remove job that post Tweet github-actions-playground#280)
• if it works, create a similar issue in https://github.com/process-analytics/bpmn-visualization-R (because of [INFRA] Stop automatically announcing new versions on Twitter bpmn-visualization-R#239)

I recently check the configuration of our Application in the Twitter/X developer settings. We should be at least able to use the API v2, and may be able to use the v1 API if it still provides a way to post tweets (to investigate).

In a joint decision with @csouchet, we have decided to stop publishing ads on Twitter.
