Have channel default event URL #124

Currently, the event URL is set per message.

We would also like to set a default for a channel, so that if an event url is not specific for a specific message, it gets sent to a default URL.

This will also allow applications to avoid setting the event URL on every message, if the event URL is the same for every message.
