[Bug] Prevent Adding Workspace When Cosmic Launcher is Triggered

Description:

There is a bug in the dynamic workspace setting where triggering the Cosmic Launcher allows the addition of a workspace, even when there are no open windows. This can result in up to 32 workspaces being created, all of which are empty. This behavior is unintended and should be prevented.

Steps to Reproduce:

• Trigger the Cosmic Launcher.
• Open newly created workspace
• Trigger Cosmic launcher again and repeat the process
