I fixed it by

add
<description><![CDATA[ For more information visit the <a href="https://github.com/pocmo/recompose/">project site</a>. ]]></description>

to plugin.xml file,

and on build.gradle.kts file I was modify
untilBuild("202.*") to untilBuild("213.*")

finally, it can import.
