Change MaxGasPrices 1 Mead to 0.00001 Mead #3123

In order to create a sustainable Nine Chronicles, we need to set a realistic gas price. To do this, we need to change the gas price, which is currently set at 1 Mead, to 0.00001 Mead. (1 * 10 ^ 18 -> 1 * 10 ^ 13)

In this issue, we will manage and track the Transaction MaxGasPrices currently used by external services and games in one place.
