Random characters appearing in background with Regional Prompt

I can change the format if needed but basically I have 4 regions set up. 1,2,4 are for characters and 3 is blank but, I keep getting random faces in the background layer. Sorry for the noobish question I was trying regional prompt as it seemed like the best way to generate different characters in an image without relying on inpainting.
