Users are requesting better documentation for the base_url setting in the `config.inc.php file. For more details see this forum post: https://forum.pkp.sfu.ca/t/documentation-on-base-url-setting/66674/5

How the base_url setting should be set in the case of multi-journal installs should be taken into account. This is likely best suited to the administrators' manual
