Table of contents issue in "Style and Format"

Hi DIG team!

I was looking at the docs hub today and noticed an issue under the Table of Contents in the Contributing guide's "Style and Format" page with some text appearing that shouldn't be ("1 id="style-and-format">Style and Format")

I noticed this issue again today on the docs hub, and it only seems to happen in cases where an H1 is immediately followed by an H2 with no text in between, e.g. in the page linked above:
