is the chicken coop delegator offline?

Is the The chickencoop Delegator off line? I keep trying to move coins from sif chain and evertime the coins gets to the third delegator. the chicken coop it times out. so my coins get send back and my gas is wasted. who regulates these delegators. the chickencoop's website says they are on a farm in PA. is their internet out? why aren't these delagators that steal gas not put in delegator jail? why don't they have an email to send questions too?

It will refund if ibc transfer is timeout. that is typically due to the Relayer isn't live

its one of sif chains delegators. and their name is on all of the broken deals. and only their name. these are some of them. the computer didnt print up the chicken group name. but if you go into the system it shows the name. then if you go into sif chains mint scan report. all the messed up over 1200 in a day. were caused by the chicken coop delegator. so all that gas was billed but the deals didnt go thru. since the beginning says completed but then it comes back 20 minutes later after wars as timed out.
