Can you explain what you expect in a diff file so appropriate tools can be found for Windows?

"diff" is a standard POSIX/GNU utility. "Unified" diff is the preferred output (-u switch), which necessitates usage of GNU diff. As other POSIX/GNU utilities, versions for Windows are provided by projects like Cygwin, MSYS2, etc. Usage is:

diff -u original.file new.file
