Ping the user if anon mentions someone

💡 Motivation

Anon messages are embeds. So if someone uses anon message and mentions someone, it doesn't ping them since the mention exists inside the embed. We need to mention the user in case an anon mentions them

🧩 Suggested Implementation

Make sure that this is restricted to user mentions only. No role mentions, and definitely no @here or @everyone mentions
