在大陆的水木社区上看到有人提简体中文访问的问题，于是��
�尝试修改了一下，大概就相当于TODO中的这一
段：
Provide encoding settings. defaults to big5 (or can we automatically detect 
current locale?).
采用的方式来自

ring

请看一下是否可行？

另外提供了简体中文的locale文件
