尝试Patch：自动检测当前语言编码

在大陆的水木社区上看到有人提简体中文访问的问题，于是��
�尝试修改了一下，大概就相当于TODO中的这一
段：
Provide encoding settings. defaults to big5 (or can we automatically detect 
current locale?).
采用的方式来自

ring

请看一下是否可行？

另外提供了简体中文的locale文件

Locale的部份看起來ok
至於charset偵測的部份我覺得這個應該做成site-specific

这样啊……我本以为对于简体中文用户默认为用gb2312；对繁��
�用户默认big5。然后大家上非默认编码的bbs的话就在用
户名后边加“.”好了……

不過這樣說也對，對特定Locale設定預設/默認值這件事情應該�
