Introduce Parvaeres configuration files

We could enhance the information provided to parvaeres server by using a well-known file path in the repository. For example `.parvaeres.yaml`.

We can fetch this file initially and perform deployment actions accordingly. For example, the user could specify:

* the region
* resources (CPU/memory) limits
* include/exclude files
* ...
