Charges no longer being rendered in chem viewer

I have analyzed the molecule and the charges are present on the molecule but never get visibly rendered. After looking into the code i'm thinking that this issue may have something to do with the `hasExplicitCharge` check  [here](https://github.com/partridgejiang/Kekule.js/blob/69e2d235be23d77bfef1809acdf8e79fd86c5b06/src/render/2d/kekule.render.renderer2D.js#L2920) that no longer exists.
