Global parcel

Hi,

How to use globally installed parcel outside home dir?

Currently I have an error:

~/foo/bar $ parcel build --no-cache  /tmp/App.vue

And Parcel had globally installed:

I dont want double local dir installation.

Install the requsted package into your project. That one cannot be global
