built in docformatter lockfile does not actually work on 3.13 #21718

All of the builtin lockfiles should support 3.13 since #21103. However, the builtin lockfile for docformater does not work due to the removal of lib2to3 in Python 3.13.

There have been scattered upgrade attempts( #21526 #20498), but we are waiting on an upstream release that includes PyCQA/docformatter#263

Not sure what to do about this since there hasn't been a release of docformatter in almost 18 months.

We could offer a lockfile that points to docformatter's git repo, but that'd doesn't seem like a particularly good idea.
