First, I created an issue IDEA-220752 (screenshot is there), as I thought this is a bug in 2019.2.

But after some experiments, I figured out, that after the installation of Pants plugin and Idea restart - the "Build project" button disappears (and the menu item).

I think this is ok, if the current ppoject is Pants project.
But I definitely miss this button for SBT project.

Seems like PR #447 will fix it!
