I have a repo where pants doesn't work from the repo root.
I'd like to be able to configure the working directory for init-pants

Thanks for the report.

We'd welcome a PR if you have a clear idea how to make this do what you expect? It is overwhelmingly common for pants.toml to be in the repo root, so I'm not totally sure of the implications for this action if it isn't. The best way forward is to find something that works for you (by forking and modifying) and then upstreaming it once it works for you.
