Rethinking .syncify cache handling

Dynamic recreation needs to be imposed on .syncify cache. This will address headaches with recreation cycles.

• Caching issue when deleting and recreating a project with the same name #47
• Global @syncify/cli installation fails due to missing postinstall execution #46

The plan here is to add additional checks for cache and create or recreate on the fly.
