Please reopen the Python 3.13 test failure issue

Issue #1900 was closed with the following comment:

Please report this again once 3.13 beta is released, if it's still an issue.

Python 3.13.0b1 is out now, and Jinja fails in exactly the same way. Could you reopen the issue now, please? I think it's better to reopen it than report another, exactly like that one.

By the way:

These placeholders are useful to downstreams who would like to follow the issue, and get notified when a fix is available.
