Manual download is prompted by update even though mod wasn't updated and does not work

I have

1. exported my pack in Curseforge format
2. imported it into ATLauncher
3. copied the bootstrapper to the instance folder
4. set up the pre-launch command exactly as instructed
5. run packwiz serve locally
6. updated a bunch of mods in my modpack via packwiz update -a
7. launched the pack in ATLauncher

This pops up after waiting a bit:

All three options on the left pane show the same log on the right pane. This mod has not been updated, it should not be touched. I have validated that it has the same checksum that is given in its meta file.

I have tried manually downloading and replacing the mod in the mods folder without success. When I click "Continue", the same window pops up again about half a second later.

I have tried deleting the file, clicking on "Continue", then downloading the file and clicking on "Continue" again. This is the result:
