Cannot do bodhi updates in epel10

We need to fix how we do epel10 bodhi updates because packit can't be built in there which prevents our sidetag build setup to release ogr there.

@nforro pointed out we can copy the bodhi_update setup from specfile

Basically, until packit/packit#2596 is resolved there need to be separate non-sidetag koji_build and bodhi_update jobs for epel-10-all.
