Add OSPAC rules as evaluator preset

In addition to the OSADL compatibility matrix, we could also add @oscarvalenzuelab's OSPAC as a preset to use for the evaluator's policy engine.

This is about checking the feasibility, i.e. how well OSPAC (which is written in Python) can be programmatically integrated into the ORT evaluator (written in Kotlin).

Maybe an option is to integrate the dataset and wire a Kotlin based logic.
