S3 storage plugin is limited to just Amazon S3 #226

There are many other S3 implementations (https://www.dreamhost.com/cloud/storage/) as well as the ability to host internally with systems such as ceph (https://docs.ceph.com/en/latest/radosgw/s3/)

I would like to request that the "region" contain a custom option for me to specify my own server choice for the S3 endpoint.
