User accounts

At the moment, ORMA uses a single registered account to handle all data updates. In the future each province should be allowed to create their own user accounts. There are two broad ways to handle this:

1. Predefined accounts for Provinces
2. Build a user API into macrocosm

@geohacker Is there any way (e.g., API?) that CBA could use to authenticate users so that once a user logs into ORMA, she could also be logged into CBA?

@erikdao Not at the moment, but that would be useful if we implement in the future.
