I'm not sure what this means exactly but yes the default zoom levels for Editor and Explore are different because of specific reasons, and also because they serve different needs:

  • We cannot allow editing at <z13 so the editor starts at z13.
  • Explore starts at the most optimum zoom level to show the entire dataset.
