minor ci problem, concurrency doesn't work as expected

I update (force push) my PR but old workflow run is not canceled

concurrency:
  group: ${{ github.workflow }}-${{ github.head_ref || github.ref }}
  cancel-in-progress: ${{ github.event_name == 'pull_request' }}

not sure what cause this, may be something wrong with github scheduler.

Right now I am not sure what is going on, but it seems more like a GH issue rather than config as it was working before as I recall.
