Android phone refusing to connect to BLE

I am using my S24 Ultra running One UI 7 Android 15 and I am using the Meshtastic app version 2.6.24. The board is a RAK 4631 and I have tried all the beta through pre-release. Every time I try to connect through the app I get Could not pair with meshtastic_XXXX Make sure that it's ready to pair. Testing on other android devices and it will connect no problem. I have 2 devices, and both are unable to connect to the phone. I see in some places this may be a phone side issue, so I am not sure where to start.
