Installation Help?

Hello,
I apologize if this is the wrong place to ask but this is the best option I've been able to find.
I am trying unsuccessfully to install on a Raspberry Pi 4 Model B.
I have followed the instructions here:

I get as far as Step 3. I place the card in the RPi, connect an HDMI display and then I power everything up. The RPi lights up and behaves like it's doing something but nothing ever shows up on the display. The display is getting a signal and it goes black then periodically flashes a blue screen. It just seems like it goes through an endless loop of going blank then flashing a blue screen. No matter how long I wait, nothing changes in that regard.
The issue is not the display as other HDMI displays will do the same thing.
So, not sure what is happening or where I might have gone wrong or where to even try to start troubleshooting.
I tried this last fall with the then-current version of the RaspOVOS installer and had the same issue. I just set it aside for a while thinking maybe there was an issue that hadn't been sorted out or something. Then I finally got around to trying again today and downloaded the now-current version and still no-go.
Any help, pointers, links, etc. appreciated. Thanks!
