Why one of strings in lang file is empty?

Why one of strings in lang file is empty? I'm talking about file:
LinkStack/resources/lang/en/messages.php

And you need to look at line 608:
'Dependencies' => '',

Why part with translation is empty? And many different languages keep this string empty...
