Suggestions to Spam and multilanguage

@[email protected] Hi, I m new to linkstack and have two suggestions:

• when registering, limit the number of times the verification email can be send druing a time to a specific email to prevent spam
• in config/app.php using strtolower(substr($_SERVER['HTTP_ACCEPT_LANGUAGE'], 0, 2)) for the 'locale' key!?!
