Any reason an android app cannot be implemented? Is there any specific apple tech used, such as air tag etc.?

Android can be implemented and there have been discussions around how to do that, it will be a significant undertaking.

It isn't tied to Apple necessarily although you would need an android phone with UWB capability if you want to use the precise finder.
