oci-cli-3.51.2-Oracle-Linux-7.9-Offline.zip is not working #893

I am trying to install oci-cli-3.51.2-Oracle-Linux-7.9-Offline.zip on my linux machine which does not have outside internet connectivity.

What is the point of offline zip if its again trying to connect the internet?

Below is the error i am getting.

Downloading Oracle Cloud Infrastructure CLI install script from https://raw.githubusercontent.com/oracle/oci-cli/v3.2.1/scripts/install/install.py to /tmp/oci_cli_install_tmp_9lS8.
