based on https://github.com/opiproject/opi-prov-life/blob/main/boot/PLDM.md#comparison-of-pldm-dell-and-nvidia-proposals there is agreement on creating a new PLDM state sensor type that maps to states 0-11 in the Dell and Nvidia contributed NC-SI OEM commands. Work with DMTF to get this incorporated in DSP0249 PLDM Set State.
