re-enrolling an identity should disconnect it immediately #2631

OBSERVATION
I had one of my identities re-enrolled. I remained connected to the network until I restarted the tunneler.

EXPECTATION
On re-enrollment, I expected my tunneler to become disconnected immediately, it was only disconnected after restarting the tunneler
